3.1 Research Questions

The SEP should include the questions the evaluation hopes to answer. Describe how the answers will contribute to better understanding the program, outcomes, and policies. Include questions about impact and, if appropriate, implementation evaluations.

Impact evaluations pose questions about the outcome of the program and the impact of the program services or participation. Confirmatory questions represent the main impact questions for the primary outcome addressed by the study with a known level of statistical precision. Exploratory questions are posed during the design phase by being implicated or stated in the logic model.

Implementation evaluation questions focus on the program operation process and participant experience. The questions relate to developing, running, or expanding the program.
